China Data Center Ecosystem Tracker

A UVA National Security Institute (NSI) project in partnership with the Special Competitive Studies Project (SCSP)

October 22, 2026

China’s AI development is progressing at an alarming rate, opening a new frontier for great power competition in the 21st century. Mapping the physical infrastructure behind the CCP’s AI push is critical.

The UVA National Security Institute’s (NSI) China Data Center Ecosystem Tracker brings the infrastructure of Chinese AI into view, mapping data centers and exploring their relationships to energy, water, land-use policy, and other considerations. Its interactive interface lets users examine facility data alongside legislation and policy, offering a high-level view of the infrastructure ecosystem and the conditions that may shape its development.

Designed to be a living and customizable tool, the China Data Center Ecosystem Tracker can evolve with feedback from researchers, community organizers, and others working to understand these impacts.
