Dr. James Moreland Jr

Dr. James Moreland Jr. retired from the Senior Executive Service at the U.S. Department of Defense in 2020 and subsequently served as Vice President of Strategy and Vice President of Mission Engineering and Integration at Raytheon Technologies, concluding five years of service with the company in April 2025. Prior to this industry experience, he served as Executive Director of Mission Engineering and Integration, Deputy Assistant Secretary of Defense for Tactical Warfare Systems, and Executive Director of Naval Warfare in the Office of the Secretary of Defense. 

Earlier in his career, Dr. Moreland served as Chief Engineer of the Naval Surface Warfare Center Dahlgren Division (NSWCDD), where he established technical standards across research, development, test, and evaluation (RDT&E) activities and led innovation in advanced warfare capabilities. He has served as a senior executive advisor to the National Science Board and the White House Office of Science and Technology Policy and will serve on the Air Force Scientific Advisory Board beginning in 2026. 

Dr. Moreland’s many honors include the OSD Exceptional Civilian Service Award, the Navy Distinguished Civilian Service Award, the Navy Superior Civilian Service Award, and multiple Joint and Navy unit commendations, among others. He is an internationally published expert, a recipient of best technical paper awards, and a frequent speaker on mission engineering, complex systems integration, and defense strategy.
